BZA member Peter Kramer recalled that U.S. Geological Survey soil maps produced at an earlier hearing showed the soil types in Rappahannock Lakes subdivision to be rated predominatly poor to fair for septic fields. “That’s why we asked for the percolation test.”
But Mr. Lockhart’s re-examination found that the soil on the lot in question meets the Health Department’s minimum requirements currently in effect for septic fields, Mr. Shepherd noted.
Describing the soil’s rating by the maps as “general,” BZA Chairman Lee Bird held that the sanitarian’s grading, based on visual assessment, wras “specific” and therefore satisfied the BZA’s condition. By unanimous vote, the BZA members supported the chairman’s conclusion. “Mr. Hur, you have your walking papers!” Mr. Bird told the applicant.
