And according to Mr. Shepherd, it will take more than a request from Dr. Williams to get it off the books: the Rappahannock supervisors must also advise the Health Department that “they consider the public water system vacated on the original plat approval.”
(There is, however, no “original plat approval.” Established in the late 1950s when the county had neither zoning nor subdivision ordinances, the 70-lot Rappahannock Lakes development was simply recorded in the Clerk’s Office without any oversight or approval from the Planning Commission and the Board of Supervisors.)
