The chairman of Rappahannock’s Board of Supervisors and the county’s consulting engineer may have found new careers as contract negotiators, judging from the results of their efforts to bring down the price for construction of the new landfill.
Following an executive session last Wednesday, the supervisors voted unanimous authorization for Chairman Hubert Gilkey to enter a contract for landfill construction with Rappawan Inc. of Front Royal. The price: $.366,183. That’s 26 percent and $129,276 less than the quotation on paper when the bid from Rappawan was opened two weeks ago.
Before Wednesday’s closed-door meeting to discuss contract negotiations, Mr. Gilkey reported that he had met earlier with Rappawan representatives, acting at the board’s request that he seek to lower the construction firm’s offer of $495,459. At that figure, Rappawan was well below the $962,500 quote from General Excavation of Haymarket, the only other bidder on the project, but engineer Leonard Joyce had still advised that the low bid was about $50,000 too high.
“Mr. Joyce reviewed things he thought could possibly save the county some money,” Mr. Gilkey reported, adding that Rappawan’s chief had called back two days earlier with an okay for deletions that would bring the price down by $129,276.
