Essentially, the deductions are the result of the county serving as contractor for portions of the work, including the liner installation, well construction and hookup, and erection of fencing and gates. “The county will handle all that,” explained administrative assistant John McCarthy. That means a savings through avoidance of the 15 percent mark-up which contractors generally charge. On just the synthetic liner itself, a $5:1,550 item, the mark-up would amount to more than $8,000.
