Besides the allocation for the water project, “it’s ridiculous,” Treasurer Brad Fisher said, “to allocate money for specificitems without an overall (capital improvements) plan.”
Councilman William Wickens replied, however, “this is not an authorization to spend the money. It’s not a situation of use it or lose it.”
That capital improvements fund represents 31 percent of the total budget. No other items were approved by the council for expenditures from that fund.
