Trooper Moore charged Mr. Racer with reckless driving, “operating his vehicle in excess of the maximum safe speed.” He charged Mr. James with improper stopping in a roadway. Trooper Moore also cited Ms. McCabe and Ms. Lashley for failure to wear seat belts.

The trooper estimated damages at $8,000 to Mr. Racer’s truck and $500 to Mr. James’s truck. Fire and rescue personnel from Flint Hill and Amissville responded to the accident.
