The lottery is expected to begin in mid-September, Mr. Leonard reported. Initially, gamblers will be offered only the “instant winner” or “scratch-and-win” tickets. But “sometime in 1989,” the option will be added for “on-line,” in which lottery players pick numbers and the winning combination is drawn and announced once a week, Mr. Leonard said. “Not every ‘ma and pa’ store will have on-line, because the business will need a computer terminal,” he said, adding that a decision has not been made yet on who will pay for the terminals: Virginia Lottery, the ticket vendors, or both.
Larry Gray, the assistant director of Virginia Lottery, refused to estimate how much revenue will be generated by the lottery, but said a projection will be forthcoming “in a week or so” after a definite starting date for ticket sales is determined.
