The bill also urges the President to suspend trade and diplomatic relations with governments in those countries in which the United States is aiding an insurgent movement. The bill requires annual reports on human rights practices of those groups receiving U.S. aid and on the presence of Soviet and Eastern bloc advisors and aid received in foreign countries.
“If we are to assist freedom fighters abroad, we must ensure that we do not help the communist governments they are fighting.
“America must stand by those who are fighting to be free. Freedom is not a privilege, it is a God-given right. We can help the cause of freedom by taking the Reagan Doctrine and writing it into law,” Sen. Trible said.
