Mr. Fisher replied that the town had no paid attorney two years ago. and that along with the more extensive ordinances enacted within the past two years came additional costs to administer and enforce them. And, he said, “as more funds come in, it costs more to administer them.”

Mayor Morehouse added, “and we’ve been sued twice, too.”

Mr. Wickens replied, “If you tell me this is bare-bones, I will go along with that.”

Other large items included in the $15,000 administration category include $2,000 for property and liability insurance, $1,500 for health insurance for the town’s employee, Ray Pullen, $1,000 for advertising of legal notices and public hearings, and $500 for office furniture and a like amount for the purchase of a computer. That equipment, Mr. Fisher said, is used by both the town for general administration and the Water Authority’s accounts.
