Laying out the maps for the geotechnic evaluation on the courtroom table, Mr. Joyce pointed to the seismic studies and the auger borings “to refusal” at 18 to 42 feet, indicating more than sufficient soil depth for trench disposal. Of the 20 or so original borings, only two showed shallow bedrock at five to eight feet, assumed by the engineer to be isolated outcroppings. “Maybe we could have put in 20 more and maybe we could have identified some of these rock peaks — and maybe not. I just don’t know ... You base your decisions on what you think is reasonable and acceptable,” he said, adding that all the evidence had supported a conclusion of no rock and plenty of soil.

“You have adequate land space (on the Stover tract) to provide for long-term waste disposal for Rappahannock County,” affirmed the engineer.
