Maryland officials have already determined that a bypass is needed to the east but agreed to conduct the jointly-funded study with Virginia because that eastern route would require three miles of new superhighway on the Commonwealth’s side of the Potomac, Mr. Pederson explained. And he reaffirmed Maryland’s concern regarding the increased development pressure which a Western Bypass would bring, should there be a new river crossing into the rural agricultural sections of Montgomery County.

As to the concentration of detailed study areas along the Route 15 corridor, BMI’s Sally Liff said that the consulting firm had inherited those particular “product maps.” After work has progressed further, a determination will be made on the location of the 16 “special interest areas” - presumably interchange sites - to be mapped on a scale of 1‘: 200’ under the terms of the consulting contract, according to BMI’s representatives.

There were other indicators that endorsement of a western bypass is not a foregone conclusion, particularly on the part of Maryland officials.
