placed it outside the line. The result, Mr. Smoot alleged, is that a lot he owns that he intends to give his daughter no longer meets the minimum lot size necessary to build on.

The problem was created by the new boundary line, which splits about two dozen lots around the town. There are only a few, however, which because of their size do not meet the minimum lot size requirement in either the town or the county.

Realizing that there were other, large lots which are cut by the boundary, but because of their size may still be divided, the council agreed to address the inequity.

A solution first proposed by Planning Commissioner Stewart Willis last July was refined and became the joint resolution on so-called “straddle lots” adopted in December.

It set three conditions for inclusion in the offer:

• the parcel must be four acres or less in size.

• at least half the parcel must lie within the town as currently defined by the boundary line.
