Wilder said that the reserve money could be used to fund salary and benefit increases for teachers, state employees, college faculty and other local employees supported by the state.
The two committees ensured that the governor would stick to his word, inserting language to earmark the reserve for that purpose.
The two committees also worked out a plan to continue the construction of state capital projects slated to be funded by lottery revenues. Former Gov. Gerald L. Baliles put a halt to most projects when he learned that revenues for the next biennium would not meet original projections.
A $100-million construction loan fund has been created by the committees to restore funding to the frozen capital projects, using money borrowed from the Virginia State Retirement System (VSRS). The loan would be repaid in August once funds for the projects are released from this year’s lottery earnings.
Other committee proposals for additional spending include:
• Both houses proposed dividing the Secretaries of Transportation and Public Safety into two offices as recommended by Wilder, requiring a total of $222,000 in non-general funds in addition to the single secretariat position.
• $1.8 million is allocated by the Senate version to expand the current statewide dropout prevention program. The House plan allocates $9.1 million.
• $1.3 million is recommended by the Senate to support AZT treatment for low-income persons who cannot afford Medicaid. The House proposes $1.4 million.
• $5.9 million is proposed by the Senate to maintain current services for foster care, in-home care for the elderly and disabled, and doctors providing obstetrical care. The House plan provides a five percent increase for the foster care program and $3 million in 1991 to integrate long-term care services at the local levtel.
