the parcel must have been in existence in 1985 when the town’s new charter and surveyed boundary line was approved by the Virginia General Assembly.
• the applicant must provide a survey of the property under consideration. That survey must show the new boundary line and its intersection with the parcel’s boundaries, the total area within the town and the amount in the county, and a certification that the parcel was a lot of record at the time the new boundary was approved.
