The bidding procedures for competitive sealed bidding as provided for in the Virginia Public Procurement Act, Section 11-37 et seq of the Code of Virginia (1950), as amended, shall apply. Sealed bids should be presented to John W. McCarthy, County Administrator, at the Building, Zoning & Administration Office at Porter and Main Streets in Washington, VA., or mailed to Mr. McCarthy, P.O. Drawer 519, Washington, Virginia no later than 4:30 p.m. on Friday, June 22, 1990, at which time bids will be opened and publicly read. To be acceptable, a bid must state a fixed price, must contain the name, address, and telephone number of the bidder, and must be signed by the bidder. In evaluating the bids and determining the responsibility and responsiveness of the bidder, the County shall review proposed equipment warranties, individual units' reliability, serviceability (both in terms of design and in terms of availability of qualified repair personnel), capacities, design features of models, and related technical information, and consider value analysis, quality workmanship, suitability and delivery schedule. The County reserves the right to reject any, or all, bids.
