After explaining how the formula works in determining Rappahannock’s basic aid amount, Mr. Chappell took the supervisors through a series of “what ifs.” If everything else remained the same and the real estate in Rappahannock County was worth $300 million instead of $439 million, Rappahannock’s LCI would be .5163 and the county would receive over one million in basic aid, he said. If other things remained the same and Rappahannock’s population were 8,000 rather than 6,400, the LCI would be .6105, and the county would get more than $827,000 in basic aid.
If instead population remained the same and the ADM increased to 1,000, the county would have a LCI of .6223 and basic aid would be over $802,000. A final “what if’ for population increasing to 8,000 and ADM to 1,000 would produce a LCI of .5822, and basic aid of over $887,000,
