Peter H. Luke has been named as a substitute judge and special justice in an order signed June 10 by chief circuit court judge Carlton Penn. Luke will sit on the bench in Rappahannock, Fauquier and Loudoun counties, the twentieth judicial circuit, as substitute judge for a term of six years. In his additional capacity as special justice, his primary duty will be to preside at commitment hearings.

Emiel Smet has issued 103 building permits, 30 for single-family dwellings, the rest for additions or storage buildings. A total of 181 permits were issued in 1984. In May of this year, Smet issued 16 permits. Six were for single-family dwellings, the rest for additions and storage buildings.
The United States Achievement Academy announced recently that Dottie Rinker has been named a 1985 United States National Award winner in history and government.
