However, none of these scenarios is likely to develop, Mr. Chappell told the board. Real estate values are not decreasing. In fact Mr. Chappell has another report from the state which estimates true value of real estate in Rappahannock County in 1988 at over $536 million, a 22 percent increase in one year.
While many believe the rate of increase has slowed since 1988, it seems unlikely that population or enrollment will keep pace with increasing real estate values any time soon.
So, it appears that Rappahannock taxpayers will have to continue to fund a higher and higher percentage of the cost of education, while the state funds a decreasing share.
