new tanks at their own expense, and a new look to their store while forfeiting a few rights of ownership and individuality. “We contacted several gas companies before we found one which would service us,” Mrs. Settle said, explaining the contract they shared with Citgo expired May 1 and decisions were made quickly. Their new tanks are operating just six weeks after their May 1 deadline. “We were notified of the possibility of buying the tanks from the (Citgo) distributor in January,” Mrs. Settle said, a veteran store owner of many years and a Whiting Oil customer for 24 years. While the deadline for removal of their tanks was not until 1993, the Settles felt immediate action was important. “We wanted to know if there was any damage now,” she said referring to the possibility of possible leakage or other pollution from the Whiting tanks. Since Whiting owned the Settle tanks, the company was liable for any problems. “Because Whiting owned the tanks, we never got any information” about the removal or updating schedules from the Enviromental Protection Agency (EPA) Mrs. Settle said, saying her family became aware of the new law in early October of 1989, and when Whiting asked if the Settles’ would like to purchase the tanks, the family said no. “We did not want any of their problems,” Mrs. Settle explained. She added that the new tanks placed in the ground beneath the Settles’ garage and store are owned by the family. They cost more than $20,000 to install, while total costs for renovation, including the excavation and removal of the old tanks, new tank placement and resurfacing the area, reached the $100,000 mark. Insurance costs are estimated at $3,900 per year for the site. “We wanted to be as safe as possible,” she said, explaining the site was surveyed by a geologist before the four new double-lined tanks Flint Hill, small private cabin on 10+ acres of rolling pasture and woods.
