J. W. Jenkins, with the VDOT . right-of-way division in Culpeper, said the highway department has acquired right-of-way for all but one property in the first section, the B and B Service Center. He said the highway department is proceeding with right-of-way on all but one property on the second section, also the site of abandoned underground storage tanks.
