Hampton District representative Mike Massie said, “If we raise the figures, we have to do a study that shows crops raised in Rappahannock County are worth more. It is based on production and market prices.”
Stonewall-Hawthom District representative Robert Anderson agreed: “If we get rid pf land use or raise the values too high, you’d better start appropriating money for public buildings, public schools, water and sewer. The big farmers could put a lot of money in their pockets by selling land.”
Earlier Robert Dennis of the Piedmont Environmental Council noted that the assessments again failed to take into account scenic easements donated to the Virginia Outdoors Foundation.
He noted that a 50-acre parcel with a scenic easement could not be divided, while one with no easement could be split into two parcels. He suggested the assessments should at least reflect a $40,000 to $60,000 value for the additional house site.
Mr. Dennis said he had done a study on eight parcels, four with easements and four without. He said one 50-acre parcel had been purchased for $4,000 per acre and an easement had later been donated.
