A modest crowd gathered at the Theatre in Washington. Virginia, to qelebrate the Rappahannock River and hear a panel discussion on the proposed Tier III designation for parts of the river last Saturday.
The evening was sponsored by the Middle Street Gallery where the current art show', “Exceptional Waters,” features the river.
