Ms. Murray also said that the Fauquier Chamber of Commerce is concerned that there is no public access to the river from the Fauquier County side for the 60 miles of river frontage on the county’s border. She said the county or state should purchase land to provide public access to the river. She said there would be more support for preserving the river “if more people feel it’s theirs, that they have access.”

Finally Rappahannock’s Bob Dennis, president of the Piedmont Environmental Council, said that his organization and the Friends of the Rappahannock working with the Southern Environmental Law Center had nominated the two sections for Tier III designation because those sections would avoid the issues presented by Mr. Chase and Ms. Murray. The upper section does not include any area scheduled for a sewage treatment plant, he said. The lower section from Kelly’s Ford down is downriver far enough from areas planned for sewage treatment in Culpeper and Fauquier counties and the riverfront in that section is all owned by Fredericksburg or the Virginia Game Commission, he said.

“This is one of the cleanesj, rivers on the Atlantic Coast,” he said. “If no section of the Rappahannock can quality, then no section in Virginia can qualify. We nominated stretches that do not have these conflicts.”

Mr. Dennis said that implementing the interstate agreement to clean up the Chesapeake Bay will have more impact on Culpeper and Fauquier than Tier III. Regulations for the Chesapeake Bay will require that each state have a plan to reduce nutients entering the bay by 40 percent. In its simplest form that would mean that each farm and sewage
