Following that Mk. Marshall and Ms. Halgren read poems about the river written by children at Rappahannock’s Nature Camp and by a class at Culpeper’s A.G. Richardson Elementary School.
Linda Porter, executive director of the Friends of the Rappahannock, presented a slide show on the river with pictures showing the river from its beginning as a spring in Chester Gap to where it joins the Chesapeake Bay.
This was followed by a panel discussion. Jean Gregory, environmental program manager with the state Department of Environmental Quality, which includes the State Water Control Board, described the process for designating sections of rivers as Tier III.
Ms. Gregory said that the state had developed policies recently to handle requests for Tier III designation as required by the EPA. She said there would be a series of seminars on Tier III designation for parts of the Rappahannock in different areas of the state later this summer. Two of these meetings will be held in Front Royal and Fredericksburg on weekday afternoons. She said the department will consider this fall whether to move on to a public hearing next spring.
