An issue of rights
As of July 1, the law in this state left the decision
of fingerprinting individuals for concealed
weapons permits up to the counties.
The Board of Supervisors for Rappahannock had to wrestle with that decision this week. They approved fingerprinting for concealed weapons per:.mits.
Sheriff Gary Settle and Commonwealth’s Attorney Peter Luke made perfect sense in their reasoning as to how it helps local authorities to have the information as to whether or not a person has a criminal Record before giving out these permits.
No one present had a problem with their reasoning about why the checks are necessary.
Howeverj in order to make a criminal check outside the state the fingerprints are sent to the Federal Bureau of Investigation for processing through their system.
According to a gentleman who attended the meeting, Wade Tetrow of Loudoun, the FBI then keeps those fingerprints on file. He had documentation to ^ack this up. '»■ No one has disputed this, not local authorities and the FBI, when called, did not deny or confirm it.
The fingerprint cards are returned to the local - jurisdictions, but- the prints are kept on the FBI’s electronic data base. Why? f What do they need the fingerprints of law abiding citizens for? What do they plan to do with them? Perhaps they're waiting for someone to commit a . j , jcrime so they can then use them. ' v> Isn’t that a case of presumed possibly guilty of committing some future crime? Wait a minute! \ ■ Local authorities say they destroy the cards after ;• I the checks come back clean. Why doesn’t the FBI follow suit?
People in this county had a problem with that at the Board of Supervisors meeting and they’re right.
But, since the state has put the decision at the local level change will have to be effected here or * else the government is going to be allowed to chip .away at a little more of what’s left of our personal r*’ liberties.
