Sixteen-year-old Joy Best pleaded guilty of a misdemeanor charge of possession of marijuana in Rappahannock Circuit Court last week.
Best was charged last February for the alleged manufacture, selling, distribution and possession of marijuana at Rappahannock County High School on Feb. 21, 1997 — a felony charge.
She was tried in Rappahannock’s Juvenile and Domestic Relations Court where Judge H. Dudley Payne found her guilty of the charge against her. Maintaining her innocence, Best appealed the decision and the case went to circuit court.
On Dec. 19, 1997 a jury heard the case and a mistrial was declared after the jury remained deadlocked as to her guilt or innocence. On Jan. 16, her lawyer, John O’NeillCastro, said he had reached a plea agreement with the Commonwealth’s Attorney
