In other words: our secondary roadway system is owned by the landowners with the Commonwealth accepting responsibility for maintenance, up keep and refurbishing if necessary.

When an easement is assigned to someone or some entity it is not title! When the beneficiary of an easement exercises their rights under that easement they are still guests of the property owner. They have responsibilities, which when neglected or ignored can be grounds for rescinding the easement.
