Right of Way & Utilities Section
Prepare appraisals on all types of real estate property, including partial acquisitions with before & after valuation analysis. Compiles & prepares available market data reports, title examinations & project lost & time study estimates, manually & through the use of computerized software in a windows environment. Negotiates with landowners to acquire right of way for proposed projects & determines relocation needs for displaced property owners. Conducts examination of property titles & reviews deeds and agreement & conduct real estate closing as necessary. Represents the ROW section by serving as an expert witness in condemnation hearings and attending field inspections. Candidates must have considerable working knowledge of State and Federal laws pertaining to real estate appraisal & conveyance, easements, contracts, eminent domain, transfer of real estate, leases, mortgages, & appraisal techniques. Demonstrated ability to plan & carry out routine work assignments, handle multiple projects, work independently & to utilize computers in a windows environment. College degree with major course work in real estate or a related field & /or equivalent combination of training & experience which demonstrates the ability to perform the work. Must be able to obtain notary public appointment. Candidates actively pursuing or that possesses Real estate appraisal license desirable. Salary: $28,292 - $44,171

Negotiate with landowners to acquire right of way for proposed road constructions projects. Prepare title examinations & coordinates deed closings; determines needs for displaced property owners & engages in property management activities to include assessment of hazardous materials for the purpose of highway construction & maintenance. Prepares right of way cost estimates & appraisal; participates in project development by representing the ROW Section in project scopings, interim & final field inspections. Serves as an expert witness in condemnation hearings. Must have considerable working knowledge of State & Federal laws pertaining to real estate appraisal & conveyance, easements, contracts, eminent domain transfer of real estate, leases, mortgages, & appraisal techniques. Demonstrated ability to plan & carry out routine work assignments, handle multiple projects, work independently & to utilize computers in a window environment. Structures & Bridge Section
Design bridge projects by developing detailed plans for simple & complex structures. Reviews structural plans for correctness & completeness and conducts on-site visits to bridge construction projects to ensure conformity with plans; & represents the Department at project showings & pre-construction meetings. Maintains files & correspondence & final project records. Provides guidance & training to engineering technicians as necessary. Must have knowledge & ability to design & analyze statically determinant & indeterminant bridges with a structural strength to carry specific load. Must be skilled in CADD & drafting methods & procedures. Demonstrated ability to interpret & apply engineering design principles & Department’s specifications, standards & policies. Must be skilled in performing complex mathematical calculations including trigonometry. College degree with major in civil engineering or related engineering experience & PE License desirable. Salary: $40,406 - $63,083. NOTE: If there are insufficient number of qualified applicants for the Transportation Engineer Senior, it may be filled as a Transportation Engineer with comparable duties & qualifications as stated above. Salary for the Transportation Engineer: $36,962 - $57,706.
