In a letter dated Oct. 12, 2000, Shenandoah National Park Superintendent Douglas Morris advised County Administrator John McCarthy of Park management's concern "about the potential impacts that the seven proposed telecommunications facilities . . . may have on the historically significant and world-renowned scenic views from the Park's Skyline Drive Historic District and on the scenic and historic character of Rappahannock County, an important gateway community."
Mr. Morris said that a viewshed analysis with an overlay of proposed tower sites confirmed that "any one, or all, of the seven proposed towers may be located within the viewshed of the Skyline Drive and have the potential of seriously compromising the Skyline Drive Historic District's scenic qualities.
