Certainly, the Cost Cutting Caucus has become a success. I am proud to be a part of it. I showed up and kept at it.
Budget issues
If I were asked to name the three largest issues during the 2002 session of the General Assembly, I would answer: the budget; the budget and the budget. The tax revenue shortfall forced the General Assembly to make choices, just like you with your family and business budgets: What do we need, not what do we want. .
It is good to remember in these relatively leaner times that in the four year period ending in 2001 state direct aid to public schools grew 36 percent; to higher education 48 percent; mental health 41 percent and police a whopping 164 percent. To paraphrase Einstein, everything is relative.
