"We are #1 in the #2 business” is the motto of the Atlantic City, N.J., wastewater treatment plant. Perhaps Culpeper County will come up with a catchy saying for the wastewater treatment facility to be built at Clevenger’s Comer to service some 4,000 people.
One might look upon a wastewater system this way. A water system brings clean, fresh water to the faucets and other outlets in your home. Close by there are drains, where wastewater exits your home. In between there are people. Here is what people do between the faucet (fresh, clean water) and the drain (wastewater).
