with a funds request. Such a report includes environmental and historical impact studies, a study of alternatives for the design and price estimates. The latter topics were basically an update of the previous alternatives analysis showing current costs while continuing to use the recirculating sand filter and subsurface drain field. The central location of the system permitted us to save costs on the collection system by using only a pressurized system and shorter pipes.
To address the second issue, we decided to expand the PER to include extensive soils analysis, usually part of a detailed design, which is the process that follows funding. The soils analysis was used as a basis for a preliminary drain field design, for interactions with Virginia Department of Health <VDH' officials both on site and off site, and for the development of a general memorandum of understanding with VDH that the field would probably support our needs. Based on this we committed the Town to buy Avon Hall and its 19 acres of property.
It is important to realize that the PER is not the final design. It is a document intended to give us a good concept of the design so that we have reasonable cost figures to seek funding. The first part of the work under the funding when it is received will be a detailed design which may include some changes. The costing under the PER provides some funding to address the contingencies brought on by expected changes. It is all part of the process. The commitment to the PER is not a do or die situation.
