Glitch in
gym plans

Rappahannock County Administrator John McCarthy told a joint meeting of the Board of Supervisors and the School Board Tuesday that the auspicious $3.8 million plan to build a gym, classrooms and upgrade the e!e mentary school cannot be processed in time for the Virginia bonding agency’s spring bond purchase.
The agency sells bonds on Wall Street for small jurisdictions that do not have their own bonding mechanism at two sales, one in the spring and the other in the fall McCarthy said the spring deadline was this week and far too soon for the Board of Supervisors to study the project and approve the purchase.
This means the construction o{ a new roof on the elementary’ school, a new gym. new classrooms and nSrin<| and air conditioning might not get underway until 2005 and perhaps not completed even before the fall or 2t»>r>.
A separate project in the -arm bond issue to build a running track at the high school will keep the track ' out of service for two full seasons.’’ once it got started. School Superintendent Bob Chappell said.
The track project is around the football field and would interrupt football and soccer games, Chappell .-aid in an interview.
The School Board last moinh -aid it hoped to move swiftly to take advantage of the historically low interest rates now available and avoid the rising cost of construction.
