Special to the Rappahannock News 'The Rappahannock County School Superintendent dropped the good news bomb on the School Board Tuesday evening:' health insurance premiums, expected to rise by as much as 15 percent, are going up by 3 percent instead. “This is an unheard of increase in health care” said Dr. Robert Chappell. “We look to save well over a $100,000 in savings in health care costs this year,” he added. The fiscal year begins July 1, 2006. Chappell said, “that we will be able to. ask the Board of Supervisors for less money this year.” This good news about health care costs brought a gasp of delight from some, if not most, of the School Board members.
