Mrs. Virginia... By Richard Lykes Special to the Rappahannock News Janie Phillips of Chester Gap was crowned “Mrs. Virginia USA” this past . weekend in Staunton in a beauty pageant that will take her to the Mrs. USA Finals in July. Long admired for her beauty and personality, the Chester Gap native was chosen Miss Rappahannock in 1995. On a whim, and with encouragement from her friends and admirers, Mrs. Phillips decided to enter this contest. She obtained the entry forms, filled them out, and sent in a photograph for the judges to consider. She not only was “speechless” when she won, she is “still reeling” with excitement from what all this means to her. For starters, “Janie,” as everyone calls her, has won almost $10,000 in See MRS.
