with millions more illegal immigrants. As a result of Congress’ major attempt at reform under the 1986 Simpson-Mazzoli legislation, nearly 3 million illegal immigrants became permanent residents. Unfortunately, those reforms were not coupled with a serious effort to secure our borders.
The lesson from past attempts is that real reform begins with border security. At the end of last year, the U.S. House of Representatives passed HR 4437, the Border Protection, Antiterrorism, and Illegal Immigration Control Act of 2005. If also approved by the Senate, this bill would ensure protection of our border with Mexico through the construction of a 700-mile physical barrier. It would require the use of cameras, sensors, satellites, and Unmanned Aerial Vehicles (UAVs) to aid Border Patrol agents in monitoring crossings along the rest of the border.
