Connell reminded the joint session that careful consideration would be required to maintain the spirit of the town. “What we have to remember is that our purpose is not to turn this town into a museum with rigid guidelines,” O’Connell said. “This is a living breathing town and these houses have to provide comfort to those who live in them.”
Shepard admitted that there was leeway in the guidelines, however she encouraged the ARB to base their decisions upon the guidelines, encouraging property owners to implement them. “You have guidelines for a reason,” she said.
Schwartz wondered how they would promulgate the detailed guidelines to property owners within the town. “We can’t expect a homeowner to know all of these things,” he said, “Where does the process start?”
He stressed the importance of informing the public about the guidelines to avoid misunderstanding.
Members of the committee agreed that the guidelines should be handed out to anyone who applies for a building permit in the Town of Washington.
