According to Evans and his Attorney Mike Brown, there has never been a medical emergency or law enforcement visit to Terrapin Station in the four years it has been operating. In addition, some of Evans’ neighbors spoke in his support at the Planning Commission meeting.
“I’m proud that our neighborhood is close to the trail. Whether [Evans] was doing it or not, we’d still have those people here, and Fd rather have them at Mike’s then camping in the woods,” said neighbor Sherry Holland.
Prior to the Planning Commission meeting, Evans paid the entire amount of back taxes owed to the county for the four years Terrapin Station was operating illegally.
“You’re damned if you do and damned if you don’t,” said planning commission Chairman Charles Strittmatter, pointing out that Evans’ hostel was a tax benefit to the county but could be seen to infringe on his neighbors right to epjoy their property.
In the end, the planning commission voted 3-2 to recommend Terrapin Station’s permit for approval, pending health department approval, the installation of some kind of screening to protect his neighbors from looking into his yard, and a sign so that hikers can more easily find the hostel. Evans would also be required to reapply for his special use permit in one year.
His application went befqre the Rappahannock Board of Zoning Appeals for a final decision on Wednesday, August 23, too close to press time to be covered by this issue of tfte Rappahannock News. ;;
