After months of arbitration ended in January, O’Connell remained as the sole owner of The Inn and the $8.8 million worth of property the pair owned in town. According to court records, O’Connell paid Lynch for half the value of the business.
Lynch, who also served as vice mayor of Washington, left town after the partnership was dissolved.
No. 6: Tax opposition
Tax-weary citizens butted heads with the Rappahannock Comity government several times during 2007. And most of that ire was directed at the county’s public schools.
Some citizens displayed “Don’t Be Taxed Out Of Your Home" signs in the weeks leading up to the final budget approval.
The Board of Supervisors responded in May by approving $184,968 less than the $494,968 in increased county funding the School Board requested. Still, the approved increase required a 1-cent hike in the county’s real-estate tax rate.
In November, a citizen group called Concerned Taxpayers of Rappahannock County met for the first time. The organization is focused on informing citizens about the budget process and keeping tabs on county spending.
