“Cost of Competing Adjustment (COCA) - For several years, county officials have been trying to get COCA funding. This is the extra state money that all Northern Virginia localities and Culpeper and Warren counties receive. COCA was started years ago to provide extra money to Northern Virginia counties and cities to help them compete in the high-cost Washington metropolitan statistical area. County Administrator John McCarthy is working with Congressman Eric Cantor’s office to try to get Rappahannock included in the D.C. statistical area.'Del. Todd Gilbert and Sen. Mark Obenshain are presenting budget amendments to the Virginia General Assembly to get Rappahannock the funding.
