Graham Spencer called for the tutoring to be handled under the auspices of the school system. This fell through, according to Mrs. Baines. So she said she was left with no option but to ask the School Board for permission as an individual to use one classroom and instruction materials from June 19 through July 28, 8:30 to 11:30.

In a preliminary survey, 94 letters were sent home from school to parents of children reading a year behind grade level. Fifty-one forms were returned: 26 parents indicated they wanted their children enrolled, 25 cited problems with the cost of the program or transportation.

Administration Problem

“Why wasn’t this an administration problem instead of an effort by an individual teacher?” asked Dean Irvine.

Three out of the four reading classes in fourth grade are below grade level, according to parent Nancy Reeve.
