"Better to be safe than sorry," goes the old adage. Apparently. Rappahannock School Board members agree with this philosophy. Board members voted at the May meeting to request approval for budget transfers from the Supervisors despite assurances from their Superintendent that such approval was not required.

Superintendent William Bloomer reported that roof repairs at the elementary school would cost approximately $11.000—$8,000 over the amount budgeted for that category. He suggested that $8,000 included in capital outlay for installation of underground tanks at the school garage be transferred to maintenance of school plants to cover the costs of roof repairs.

Bloomer proposed that additional transfers be made from unexpended salaries to instructional materials and from bus driver salaries to bus replacement. He explained that most of the $14,000 in unexpended instructional salaries resulted from not having an assistant principal at the elementary school for most of the year.

Running a full-day kindergarten instead of two halfday sessions left money in the category of bus driver salaries that could be used to cover unexpected cost increases in scheduled bus replacements, according to Bloomer.

Walter Masters on suggested that the $14,000 transfer from instructional salary be tabled until a decision is reached on whether the school system will offer a summer program this year. His proposal won unanimous approval.

"1 suggest we ask the Supervisors for permission to make the other categorical changes." Masterson continued.

Bloomer reported that he'd checked with Supervisor chairman E. P. Luke and had been told that the School Board has control over the allocation of the lump sum appropriated in the school budget by the Board of Supervisors.
