“Until ten minutes of twelve today, I knew nothing of this,” School Board Chairman Beverly Massie responded. “That’s an administrative problem too,” Mrs. Reeve said. “With so many students reading below grade level, why wasn’t the need for a summer school program brought to the School Board’s attention earlier?” asked Dot Irvine.
Bloomer answered that he knew problems existed with reading performances but, during the budget review, had not been aware that inadequacies were so serious.
Mrs. Irvine asked why the administration hadn’t supported Mrs. Baines’s request for the use of classroom space and teaching materials once the problem was evident.
The budget was already approved by the School Board and forwarded to the Supervisors by that time, Bloomer reported.
