tutor children over the summer, Mrs. Massie said that she had not been aware that a program was even considered. She acknowledged that improvement in reading levels was not Mrs. Baines’ responsibility.

“Are you only considering Mrs. Baines’ request and not attacking the whole problem?” asked Mrs. Irvine.
“We’ve not been requested by the Superintendent to approve a summer school program,” Mrs. Massie replied.
“The responsibility rests at this position,” Dr. Bloomer acknowledged. "A program of action will be developed.. It can’t be done tonight. It can’t be done tomorrow.” Bloomer said he would arrive at the “best alternative available” but only after "thorough thought.”
