making these comments,” School Board Chairman Beverly Massie remarked. She told the audience that all candidates interviewed for the Superintendent's position had been informed that the elementary reading program needed help.
"It is a real concern of the School Board. We have talked and talked and talked that we feel a great deal of emphasis needs to be placed on the primary grades.” Children who can read well are happier, better prepared students as they go further along in school, she maintained.
Mrs. Massie added, however, that “in all fairness' it should be noted that this was the first year grade level reading placements had been written on report cards.
Mrs. Fountain, an elementary teacher, corrected Mrs. Massie’s statement. She pointed out that report cards used when Rappahannock was still part of a joint school system with Warren County had indicated whether a child was reading on or below grade level.
"How long are we going to stay with this reading series?” asked Dean Irvine.
Mrs. Massie noted that recommendations for text book adoptions were channeled from the teachers to the Superintendent and finally tj^ the School Board. She described adoption of text books as the most difficult jdb facing a Board member.
"The School Board is not qualified to do anything but approve what the administration and teachers say ... We have to defer our judgement to the teachers and administration,” she maintained.
Assistant Superintendent Ray Hogan interjected that he didn’t think the series Rappahannock currently used for reading was bad. although he acknowledged that it might be harder than series used in the past.
"Again, how long are we going to stay with this series?” repeated Irvine.
Adopted For Six Yean
The reading texts were adopted a year ago and the adoption period runs for six years, answered Lynn Baines.
“What we plan to do is an analysis of other students to see where they are" before any decision is made on the new text books, Bloomer explained. Returning to the question of a summer school program. Bloomer noted that in the past, summer school had been supported by parent funding supplemented by federal money.
