Jack Jenkins recalled that he’d appeared before the School Board on two previous occasions. The first time, Jenkins said, he’d told the Board members that 75 per cent of Rappahannock elementary students were reading below grade level, and on his second trip to a Board meeting, had been told by elementary principal Graham Spencer that 50 per cent of the elementary students were below grade level in reading.
“This is no ball game we're playing here in this school,” Jenkins said. “It’s time we got something going.”
Mrs. Irvine informed the Board that her daughter, who'd received above average grades for five previous years, had been put back a year in reading this term on the basis of SRA test results. Then, Mrs. Irvine said, she'd learned at a parent-teacher conference that her daughter was in fact two years below
