Fred C. Headley Jr., area supervisor for Title I programs, visited Rappahannock's public schools on Tuesday in an investigation of charges brought by a parent of an elementary student in the school system. According to the parent, guidelines for the federally funded programs are being regularly violated—accusations that, if proved, could mean the loss of federal money for Rappahannock schools.
On Tuesday, Superintendent of Schools Dr. William Bloomer and Assistant Superintendent Dr. Robert McDaniel categorically denied the charges leveled against the county's Title 1 program. (See separate article for Dr. McDaniel’s explanation of Title programs.)
