The method is relatively simple. Unfold four facial tissues and stack them on top of each other. Place two heaping tablespoons of powdered milk on one corner and roll up the tissues to make a small bundle. Secure the bundle with a rubber band.
Powdered milk from a freshly-opened box will absorb moisture much better than milk from a box which has been open for some time. The facial tissue keeps the seed packets from touching the moist milk powder.
