Dr. Bloomer acknowledged that second graders who began in the Title I program using Open Court learning materials are still instructed in self-contained classrooms. However, he noted that Rappahannock had obtained a special variance for this procedure so students who began first grade and Title I with Open Court could finish with the same educational system.
In the first grade this year, Open Court has been replaced with a Title I primary reading lab. The lab also serves third graders and second graders new to the Title program. According to Bloomer, the last of the Open Court program will be phased out of second grade at the end of the current ichool year.
Then, he explained, all of the children enrolled in primary Title I programs will be mainstreamed with childrn in standard classrooms except for the time spent for intensive reading help in the lab.
The primary lab, said Bloomer, will take in any child who is six months or more behind in reading. Bloomer noted that a year's lag in reading achievement in grades one to three is equivalent to a year or more in grades four through seven.
