pointed out that Col. Luke’s formal request on behalf of Rappahannock for help with the county’s comprehensive plan had asked only that the PD9 staff “provide all possible assistance.” Haworth maintained that Rappahannock, as a member of the Planning District, was deserving of the time that the staff would need to devote to the effort. “We can offer all the assistance that we can,” he said, noting that the plan was mandated for adoption by July, 1980—not next week.
By authorizing the PD9 staff to take on the responsibility of developing a comprehensive plan for Rappahannock, "we're only endorsing the intention of helping them,” said Haworth. He noted that the Commission had been involved with lots of local plans in the past without the “rigamarole about who’s going to pay for what.”
